3840 with no load could be on the low side. Go start it in the driveway, let it warm up and then mash the throttle and post the OOW RPM (i.e. where your govenor is set).

Is your trim bracket set correctly as I posted above? I ask because when I first put mine on the Excel I was one setting off on the trim bracket and it really affected my performance.
