I believe he is talking about the Trim Bracket adjustments. With your boat sitting in the water and the motor trimmed all the way up, the prop blade should be breaking the surface. While running you should be able to over trim the motor up so the handle starts to push at you if its at the correct setting.

Depending on which year model and trim type you have there are different sets of adjustment bolt holes on the trim bracket.
