I made some brackets to attach a frame, and some other ones to attach the straps to the T-rail. You could attach the PVC to the T-rail with carriage bolts.

You may be able to weigh down the bottom with PVC to add some weight to the bottom of the panels like they do on the shaggy panels, you can run a 3/8" rope through it to add more weight if needed.
