You can buy permits across the counter at the indian reservation in Pierre. Probably the same story on the others. I have a number for the one in Pierre if your interested in it.
The draw can be a pain up there, I've heard. I just started hunting the ducks this past year. I have been on the chickens now for 10 years. They have a pile of geese too.
